INGRAM, Texas - Dear Friend and Allies: You must keep the pressure on going into the election.  You must keep calling, faxing and e-mailing against the Omnibus Federal Lands Bill and HR 2421- S1870 Corps of Engineers EPA land grab. This letter is being written after Congress adjourned but before the election.  Congress will come back November 17th for a Lame Duck Session.
 
American Land Rights wanted you to receive the election information you need in time before the election.
 
Congress failed to pass the giant Omnibus Federal Lands bill so far. They are planning to come back for a Lame Duck Session on November 17th.  That is when the real trouble will start.  You must pound away at your Congressman and both Senators to get commitments before the election to oppose the giant Omnibus Federal Lands Bill (HR 5151), which at this time has over 150 bills added to it.
 
The Omnibus Federal Lands Bill could have a new number when considered in the Lame Duck Session.
 
Before the election is the time to get commitments from your Senators and Congressman to oppose these bills.  ALRA is in a race to get out hundreds of thousands of faxes, letters and e-mails about these bills, plus the vote records of Senators McCain and Obama as well as every other Member of Congress.
 
You can go to  www.landrights.org and look on the home page for the Private Property Congressional Vote Index.  You can go back several years to look at how your Congressman and Senators voted on issues important to you.
 
ALRA is still sending out massive amounts of election education mail, faxes and e-mail to inform potential voters about how their Congressman and Senators voted.

Thanks to your letters, calls and more, the Transportation and Infrastructure Committee in the House failed to pass the giant Corps of Engineers and EPA Wetlands Land Grab (HR 2421 - S 1870).  That bill will certainly be back when the new Congress comes back. But you must push your Reps. now, before the election, to commit to oppose it.
 
When Congress comes back for the Lame Duck Session the House Transportation and Infrastructure Committee could vote on HR 2421, the Clean Water Restoration Act (We call it the Corps of Engineers/EPA Land Grab bill).  It will have a new number in the new Congress if it fails to pass before 2009.
 
 The Clean Water Restoration Act is the Democrat effort to reverse two Supreme Court Wetlands decisions favorable to private property owners and seize control of all US watersheds for the Corps of Engineers and EPA.
 
That means all Federal and private lands. In other words, National Land Use Controls.  HR 2421 would give control over Wetlands and other lands back to the Corps of Engineers and EPA.  The Corps of Engineers and EPA would control your land.
 
-----Vote Records-----
 
The vote records of Senators John McCain and Barack Obama are in the Private Property Congressional Vote Index.   There are vast differences between their vote records on your issues. We've listed a few examples of key issues below and shown how each of them voted.  Senator Obama's record is very short but we do have three years worth of votes.  He generally votes with the green groups.
 
The Private Property Congressional Vote Index is a Congressional Scorecard published by the League of Private Property Voters.  The League is a coalition of several hundred organizations who help publish and distribute the scorecard.   Chuck Cushman, Executive Director of American Land Rights, is the Chairman of the League of Private Property Voters that has published the scorecard for over 20 years.
 
The most recent issues have been written by Chuck Cushman and Mike Hardiman who has represented American Land Rights in Washington off and on for many years.
 
American Land Rights is in a race to raise enough money quickly to send faxes, letters and e-mails to hundreds of thousands of your allies to give them the information about how to compare Senator Obama with Senator McCain as well as the vote record of each reader's own Senators and Congressman.
 
You can go back many years and examine Senate and House Votes on your issues by going to  www.landrights.org.  Senator Obama has only been in Congress for four years and his vote record is included in the 2007 Vote Index as well as the 2006 edition.  It includes 2005.  We will publish the 2008 scorecard but with Congress running so late, it may not be possible to get it to you before the election.
 
If you are unable to access the Internet to get a copy of the 2006 and 2007 Vote Index, as well as previous years, then call American Land Rights at (360) 687-3087 and we'll mail you a copy.
 
Here are some examples of the issues Senators Obama and McCain voted on in 2005, 2006 and 2007.  Both missed a lot of votes because they were running for President.  There were a limited number of votes where both McCain and Obama voted on the same bills affecting you.  None in 2007. Each vote is well described in the Vote Index.
 
In 2006 McCain scored 100% when compared to the American Land Rights position when he voted.  Obama scored 40% in 2006.  In 2007 McCain again scored 100% on ALRA votes while Obama again scored 40%.  For the record, Senator Joe Biden (D-DE) scored 29% in 2007.

Even with Congress home you need to call both your Senators and your Representative at their office regarding the Lame Duck Session and how they will vote on the Omnibus Federal Lands Bill and the Corps of Engineers EPA Land Grab.
 
I cannot overstate how critical the NLCS is to you.  The NLCS (National Landscape Conservation System) is just one bill of over 150 bills included in the Omnibus Federal Lands Bill.
 
The NLCS was created in 2000 by Bruce Babbitt and the approximately 154 other bills in the Omnibus Federal Lands bill will vastly affect your access and use of BLM lands including National Monuments, W & S Rivers and much
more.   It threatens access and use by property owners, ranchers, miners,
forestry advocates, recreationists and many other Federal land users.
 
If the Corps of Engineers EPA Land Grab passes, every landowner will be impacted by a huge new layer of bureaucracy and regulations.

Some of these bills are controversial.  Others are not.  But by lumping them together in the Omnibus Bill, Sen. Harry Reid tries to buy the votes of all the Senators.
 
Pay special attention to the National Landscape Conservation System (NLCS).
This one bill is 26,000,000 acres of land grab.
 
Also hidden in the bill is land acquisition for national trails.  This is just the first step toward eminent domain.
 
Majority Leader Harry Reid (R-NV) plans on moving the giant Omnibus Federal Lands Bill during Lame Duck Session.
 
Other Senators can stop it by putting holds on the bill or otherwise delaying it so it cannot be voted on in the Lame Duck Session.  Put your Senators on the spot.
 
The Omnibus Federal Lands Bill is one of the largest and most expensive land grabs in history.  Over 150 separate bills included including the dreaded National Landscape Conservation System (NLCS).
 
The danger in an Omnibus Federal Lands Bill is that since a Senator may have a bill in the package, he or she will not look at the other bills in the package.  That is how a lot of bad bills pass Congress.  It is a bad system and you need to let your Senators know you are watching their actions on this bill.
 
Harry Reid deliberately adds bills from Republicans and others so they won't oppose the overall bill.  You need to make sure your Senators oppose the Omnibus Federal Lands Bill anyway.  No bill is worth the enormous damage the Omnibus Bill will cause.
 
This will be one of the most important votes in years.

-----2.  Call, fax and e-mail both your Senators opposing the Omnibus Federal Lands Bill.  It may go under the number HR 5151.  They could change the number.   When you call, ask for the staff person who handles this issue and get his or her e-mail address.  Keep calling and following up.  You must maintain the pressure.
 
Any Senator may be called at (202) 224-3121. Tell them to vote on each bill separately.  Bills should not be packaged together where nobody has read all the bills.  We will send you a report from the League of Private Property Voters about which Senators voted for and against the Omnibus Federal Lands Bill.  Make sure your Senator knows this.  You have extra power if you act quickly and put pressure on your Senator before the election.
 
-----3.  Go visit with your Senator if they are running for election this year.
 
-----4.  Call your friends and neighbors to urge them to contact your Senators.
